Lucknow: Uttar Pradesh is undergoing a significant transformation in its solid waste management practices under the governance of Chief Minister Yogi Adityanath, positioning itself as a model for sustainable waste management. The state is shifting away from traditional waste disposal methods to adopt a resource-centric approach, wherein waste is converted into compost, energy, and recyclable materials.
These initiatives align with the objectives of the Swachh Bharat Mission (Urban), emphasizing scientific waste processing, citizen engagement, and the establishment of garbage-free cities.
Enhancing Source Segregation and Door-to-Door Collection
Major cities, including Lucknow, Kanpur, Ghaziabad, Varanasi, and Prayagraj, have achieved over 96% success in door-to-door waste collection. The state government is actively promoting the segregation of waste at the source, encouraging residents to separate wet and dry waste prior to disposal.
To foster public involvement, awareness campaigns, wall murals, hoardings, educational programs in schools, and community engagement drives have been implemented, making citizens vital partners in cleanliness efforts and the improvement of waste management systems.
Modern Processing Facilities Drive Cities Toward Zero Waste
Lucknow has emerged as a frontrunner in Uttar Pradesh’s waste management efforts, becoming the state’s first city to earn the designation of a ‘Zero Fresh Waste Dump’ city.
The launch of the Shivri Solid Waste Management Plant, with a processing capability of 700 tonnes per day, has empowered the city to systematically manage its daily waste output, which approximates 2,100 tonnes.
Three processing facilities, each capable of processing 700 tonnes per day, transform organic waste into compost and biogas, while non-organic waste is converted into Refuse Derived Fuel (RDF) for use in industries like cement and paper manufacturing.
Moreover, the city is tackling the issue of legacy waste effectively. Out of approximately 1.85 million metric tonnes of accumulated waste, over 1.286 million metric tonnes has been processed through bio-remediation, facilitating land reclamation and diminishing environmental pollution.
Advancing Waste Management Infrastructure Through Technology
Under the Swachh Bharat Mission (Urban), Uttar Pradesh has sanctioned 36 new waste processing units with a total capacity exceeding 4,300 tonnes per day. In addition, 32 units were previously approved as part of earlier initiatives.
The state is enhancing waste collection and transportation via technology-based solutions, including GPS-enabled vehicles, segregated waste collection tippers, material recovery facilities, and modern waste-handling equipment.
Distinct strategies are being designed for managing various types of waste, including plastic waste, biomedical waste, construction and demolition (C&D) debris, and electronic waste.
Policy Framework and Financial Support
In 2018, Uttar Pradesh established its State Solid Waste Management Policy, providing a comprehensive framework for sustainable waste management across urban regions. Between 2014 and 2022, the Swachh Bharat Mission (Urban) garnered approvals exceeding ₹1,378 crore to bolster waste management infrastructure. Increased grants from the Finance Commission have further aided municipal bodies in developing waste processing capabilities. The state is also advocating for decentralized waste management, promoting the use of organic waste in gaushalas, and supporting community-based composting projects.
Progressing Towards Waste-to-Energy and a Circular Economy
Uttar Pradesh is prioritizing the conversion of waste into energy and endorsing a circular economy model. A proposed 15 MW Waste-to-Energy plant in Lucknow aims to generate electricity from RDF, thus diminishing reliance on landfill disposal.
The state’s long-term vision encompasses processing the entire waste stream and transforming it into valuable resources, including energy, compost, and recyclable materials.
A Sustainable Future Through Scientific Waste Management
Solid waste management in Uttar Pradesh has evolved beyond mere cleanliness campaigns and is now a crucial element in sustainable development, environmental preservation, and economic advancement.
The state’s initiatives contribute positively to programs like Namami Gange by mitigating pollution resulting from inadequate waste disposal and enhancing urban environmental conditions.
With an emphasis on scientific processing, citizen involvement, and technological innovation, Uttar Pradesh is making significant strides toward achieving the goal of garbage-free cities by 2026 under Swachh Bharat Mission 2.0.
The overarching message of the state’s waste management overhaul is unequivocal — “Waste is not a problem; it is a resource.”
